Rideshare has changed how San Antonio moves.

Uber and Lyft are everywhere, from the River Walk to the airport, Stone Oak to Southtown, the Alamodome to Trader’s Village. And for the most part it works. If the driver's app was off, only the driver's personal auto insurance applies. If the app was on but no ride was accepted, there's limited coverage from the rideshare company (typically $50,000/$100,000). If the driver had accepted a ride or had a passenger in the car, the company's commercial policy kicks in at $1 million in liability coverage. The difference between those tiers is enormous, and the companies fight to classify the driver's status in whatever tier minimizes their exposure.
